LEIGH-ON-MENDIP PARISH COUNCIL MEETING
HELD ON 22 APRIL 1996 IN THE SCHOOL.
Councillors present: J Davis, S Haywood, M Loten, D Turner,
J Wright, D Pattison(Chairman).
Apologies were given from R Dixon who expected to be late.
Also in attendance A Ward (MD Councillor). A Merrick (SCC)
arrived later.
The Minutes of the meeting of 18 March 1996 were accepted as a
true record and signed.
MATTERS ARISING - items still outstanding Mud on Street & Long
Cross. (CLERK)
BURIAL GROUND - DP had approached A Ward for advice, site meeting
organised for 28/04 at 1100h with sub committee.
BRAMBLES - Cleared by party of Councillors.
PARKING ON PAVEMENT NEAR THE CHIMES - ML had spoken to Mr Garcia-
Perez who refused to park elsewhere, he said he had police
permission to use pavement to work on vehicle. ML spoke to
PC Smith who will pursue the matter. [PC Smith has been invited
to the AGM/APM.]
REC FIELD - (DT) Footpath already diverted. Land Registry show
track land belongs to Jeannes.
FINANCE - Hall windows done. VAT claimed on PC a/c.
NEWSLETTER - see later.
VILLAGE CLEAN UP - (SH) not as well attended as last year but a
success, see FINANCE.
ROADS AND FOOTPATHS
DT - Felt that PC ought to look into provision of a car park. A
Ward offered to approach MDC as to steps that would be needed.
(A Merrick arrived)
DT & Clerk were contacting local land owners/tenants to encourage
them to keep paths open this year and to compile a footpath map.
1st Frome Scouts are working over w/e on F8/1.
SCC will be reminded of: lay by in Hollybush Lane, kerbing at
Herbert Dunn House, church step, hole in road outside LJH.(CLERK)
LITTER BIN - request for bin near bus stop from Parishioner who
offered to be responsible for emptying it. (CLERK)

F8/33 obstructed by sheep wire. (CLERK)
Letter from parishioner about hedge removal in fields near Park
Hayes and what appeared to be the piping of the streams. A Ward
and parishioner had seperately approached, among other concerns
the DOE and NFU. It was agreed that Council would approach NRA
re water piping; write to MP to urge speedy adoption of Hedgerow
Protection Bill; look into tree preservation orders. AW will
find out from MDC if brook can be culveted without planning

PLANNING
Summerhouse at Danecot - no objections. (CLERK)
LJH CARPARK CHANGE refused by MDC.
QUARRY MATTERS
Halecombe - it was felt PC ought to contact new owners. Question
had been asked by parishioner concerning opening of circular
path. It was agreed to write to Tarmac. (CLERK)
WHATLEY- planning certificate not yet issued.

FINANCE (ML)
TRIENNIAL AUDIT - PC needs to send copy of accounts after AGM.
PARISH PATH MAINTENANCE - SCC request repayment of any grant left
as they had passed function to MDC. PC had spent £12 out of the
£100. ML proposed repayment of £88, DP seconded, all agreed.
Cheque 00246 made out for £88.
VILLAGE CLEAN UP - £5.34 spent. DP proposed payment, DT seconded
all agreed. Cheque 00247 made out and given to S Haywood.
PRECEPT of £2780 paid into current account. It was agreed to
transfer £2500 to Investment a/c. Cheque 00248 made out.
BURIAL GROUND SUB COMMITTEE
The school plan to start their nature corner. DP to talk to
headmaster. ML will speak to Archdeacon about faculty for any
work. Meeting with A Ward on 28/04. (SUB-COMMITTEE)
MEETING ATTENDED BY COUNCILLORS
HALL (ML) Windows renewed, main hall redecorated, MDC had made up
the grant shortfall left be SCC. Ruling on last VAT querry still
awaited, VAT claim on new work to be made. Trees in Bellfield
still causing problems but both District & County Council deny
ownership. Next scheme is to do floor.
VODAPHONE SEMINAR -(DT) mainly about mast provision, our Parish
not affected.
EAST MENDIP RURAL TASK FORCE - (RD,JW) 3 working groups set up to
deal with Transport, Environment & Employment. The latter would
like an employment register for each Parish so that money could
be targetted. It was agreed that this may be part of a future
survey.

WILDCHECK SURVEY given to school.
CONCERT FOR CHERNOBYL - 26/04 at 1930h Wells Cathedral displayed.
RENDEVOUS SEMINAR - 9/05 at Council Office 1000-1430,no-one able
to go.
VILLAGE SHOP COMPETITION entry form to be filled in. (CLERK)
Rural Task Force Minutes; SLCC 22nd Annual Conference; SCC Road
Safety Plan; CPRE Mag & Annual Report; Local Council Review; Avon
& Somerset Policing Plan; The Clerk; Bus Timetable; SALC notice
re new accounting procedures - circulated.
